ADDRESS TO THE JANUARY EDITION,

1850.

It is now more than ten years since the New Nayt List was pub- lished by the late Commander, Chables Haultain, K.H., and its success, up to the present time, has amply justified the project of that gallant and lamented officer. The publication, in its altered form, having now entered upon its fourth year, it is due to the profession amongst which its support was looked for, to add, that the success has in no d^ree diminished. While admitting the above fact, therefore, the Editor and Publishers deem it right to return their thanks for the patronage so freely bestowed ; and to express a hope that the improve- ments introduced into each succeeding number will continue to earn for it the support of those to whose interests the work is so peculiarly addressed.

The grand object sought to be achieved by the New Navy List is the keeping before the world, in a condensed but intelligible shape, the more important points of service performed by each Officer, what- ever may be his rank. It must be taken for granted that common routine services have fallen more or less to the lot of all ; but to enter into their detail would be to defeat that part oi the plan of the work which embraces condensalicm. It is not contemplated by the exclusion of such services to underrate them, but when it is considered that already nearly one-third of each book is occupied by notices of war or sdenlific performances, it will be obvious that more space could not be accorded without rendering it so bulky and expensive, as to defeat the proposed and more desirable end of extensive circulation.

It is no longer a doubtful point that the New Navy List is con- sidered an important vehicle for the services of Officers ; but although every fiunlity and encouragement has been held out for Officers to communicate their peculiar claims upon this score, there are many who have not availed themselves of the opportunities afforded. It is therefore again suggested to those who have not taken this step, that such communications are at all times acceptable and available if sent to the Editor, or Publishers, on, or before, the 20th June, and 20th December in each year.

ADDRESS TO THE EDITION, Published in February^ 1846.

The importance of the New Navy List and General Record OP Services to all Officers of the Royal Navy and Royal Marines, has been seriously considered by the Proprietors and Editor of the

f)resent Number. In completing, at a great sacrifice of capital and abour, the extensive alterations, which will be observable at a glance, due regard has been paid to the relative services of all Officers, and the whole arrangement so changed, that its superiority in point of informa- tion will, it is hoped, render the New Navy List a book of general circulation and reference.

Nothing can be further from the wish of the Proprietors than to detract from the merits of the late gallant Compiler, Commander Haultain, whose labours and sacrifices were but ill compensated by the sale of the work ; but, in admitting deficiencies, of which a remedy has been aimed at, they must be in a great measure laid to the charge of the want of business resources with which he had to contend. In this respect there will now be nothing wanting ; and it is the full intention of the Proprietors to render the New Navy List in every way worthy the full confidence and patronage of the Navy and Country at large.

The changes which have at present been effected may be here aUuded to. The Services of all Officers have been separated from the mass, and brought to follow the Seniority Lists of the respective ranks as closely as possible. The object of this has been to facilitate references. The Services have been thoroughly revised and reprinted in double columns, and all expletive terms of commendation or otherwise struck out. Thus an Officer will no longer have to read the services of a brother Officer recounted in a more laboured strain than his own, which intrinsically, perhaps, were of greater merit than those so described. The propriety of this will, it is hoped, meet with general concurrence, and by Uius removing superfluous type, an extended record of actual service is rendered easy. In a word, it is the wish to condense as much real service as possible into a small and intelligible compass, without giving undue consequence to any.

The New Navy List will also, for the future, give by far the most complete record of the Services of that distinguished corps, the Royal Marines, in a condensed form, to be found in any publication. This new feature will, it is hoped, have the effect of making it a work essential and acceptable to all in any way connected witii the Navy.

The List of tiie Navy has also undergone a thorough revision* Beneath the name of each Ship on the Effective List will be found the place and date of launching, the tonnage, and name of constructor or constructors information not to be found in a complete shape in any other publication extant. The unserviceable and harbour service Ships have been removed to a separate list.

The exclusion of the " date of passing" column, heretofore given in the Seniority Lists of Captains, Commanders, and Lieutenants, demands some explanation. The extremely partial, and occasionally

inaccurate, way in which the information was given, rendered it parti- cularly objectionable ; and the evident disinclination on the part of CMficers of long standing generally to communicate the information, added to the impracticability of procuring it from an official source, decided the point of removing the column entirely. If, however, at any future period, the dates of passing can be given in every case, it will be more valuable and far less invidious than it was previously.

But the most important new feature is that of the General Alpha- betical Index of all Officers in the Royal Navy and Royal Marines, which has been compiled with great labour, and upon the accuracy of which the character of the work may be safely staked.

The Honorary Marks before the names of titled Officers will soon become familiar to the eye, and it is presumed they will be preferred to the letters heretofore used.

The Initial Letters at present refer only to the services of Officers in Lord Howe's great battle of the 1st June, 1794; Sir John Jervis's victory off Cape St. Vincent, 14th February, 1797 ; Admiral Duncan's defeat of the Dutch fleet off Camperdown, lllh Oct., 1797 ; Nelson's achievements at the Nile, 1st Aug., 1798 ; at Copenhagen, 2nd April, 1801 ; and at Trafalgar, 21st Oct, 1805 ; togellier with the expedition to Egypt, 1801 ; Sir Richard Strachan's action off Ferrbl, 4th Nov., 1805 ; and the defeat of the French squadron off St. Domingo by Admiral Sir John Duckworth, 6th February, 1806. By this selection it is not meant to cast other services into the shade, and it will be a subject for consideration what other triumphs of the British Navy shall be equally distinguished. Those selected will, without doubt, ever rank foremost in the pa^es of Naval History ; and as the Captains who participated in au (except that of Copenhagen) were honoured with gold medals, there was good reason for commencing with those brilliant victories. The Battle off Lissa ; bombardment of Algiers ; destruction of the Turkish fleet at Navarin ; and the overthrow of St. Jean D'Acre, were each and all alike honourable to British prowess, and will also come under consideration for distinction.

Although thus much has been done, attempts at further improve- ment will not be wanting, and it will afford pleasure to the Proprietors and B(Utor to receive corrections or available additions to the services as they are now given. In particular, those services of a scientific character are here alluded to, which Officers are requested to furnish in order to render this peculiar province more complete.

It will, however, be obvious that the great expenses connected with the publication of a work like the New Navy List cannot be per- severed in without an increase to the number of Subscribers ; and those whose ¥rish it is to maintain a work of such value to all who have claims which require to be kept before those in authority, will, it is hoped, use their best endeavours to increase the sale. They will thereby also enable the Proprietors to publish the work at the lowest price which will afford a due return for the capital embarked, and the vigilance and labour which must be incessantly employed in the collection of new materials^ and the preservation of accuracy.

ItU The rank of retired Rear- Admiral to be gi^en. by seniority, to sach applicants from the 14«. 6d. half-pay list, as may be willing to accept it. with the pay of £1 Ss. per day» and the corres- ponding pension to their widows, under the usual restrictions.

3d. An addition of Ts. 6d. per day to be giyen to appHcanU, by seniority, from the ISs. Od. and 10s. 6d. half pay lists, being captains of not less than ^ years standing, and 65 years of age. Officers from both lists to be py^rmitted to assume the title of Retired Rear-Admiral at the period wben they would hare obtained the Flag by seniority, bad tbey remained upon the active list. Their widows to be entitled to a pension of £110 per year ; and to the pension of Rear- Admiral's widow, when the nnk of Retired Rear-Admiral has been attained.

9d. The Tacancies upon the j61 li^t to be filled ttpi in tnm of seniority, by officers now accepting tbe IBs. per day ; but no neir admissions to the «1 5s. list to be made until it is reduced below the njmber of 26, which it is not to exceed afterwards. The permanent retired list to be reduced to 100. by iB|>kmg one appointment for every two yacancies, the first S6 officers upon the list receiving £1 6s. per day, sad the remaining 76 £1 per day, with

the right of assuming the rank of Retired Rear* Admiral, when entitled to it by seniority.

4th. 1 he actiye list of Captains not pennanendy to exceed 600. A proportionate reduction to be made in the 14s. 6d. and 12s. 6d. half-pay lists; the first to consist of 70 Captains, and the latter of 100.

5th. Good service pensions to be retained by Captains, until they reach the rank of Rear-Admiral» or Retired Rear-Admiral.

6th. The promotions from the Captains' list to the Admirals' list in future to be continuous, resery- ine always the undoubted ri^bt of the Crown to select officers for promotion m the higher as well as the lower ranks, whenever the public interest requires such an exercise of the prerogative.

7th. The Admirals* list not permanently to ex- ceed 160 in number, and to be thus distributed :

30 Admirals, or 10 of each squadron ;

46 Vice-Admirals, or 16 of each squadron ;

And 76 Rear- Admirals, or 25 of each squadron.

8th. This plan to come into operation on the Ist of October of the present year, and all letters re- lating to it to be treated as strictly confidential. By command of their Lordships,

II Sir Edward Codrington, Lieut of Queen Charlotte in Howe's action, 1 June, 1794. Capt. of Babet in Bridport's action, July, 1795 ; of Orion at Trafalgar ; and of Blake^ in Wal- cheren expedition. Employed at defence of Cadiz, and commanded a squadron co-operating with Sp. patriots on the coast of Catalonia. Capt. of the fleet in the Chesapeake ; and at New Orleans, 1814. Com.-in-chief of Mediterranean station ; and in Oct. 1827, with combined fleet, destroyed the Turkish fleet in the harbour of Navarin. Gaz. 1805,09,11,14, 15.

13 Frederick Watkins, Senior Lieut, of Blanche at capture of Fr. frigate Pique, and Capt. Faulkner being killed was posted. Continue serving under Lord Collingwood until 1808. Senior Lieut, of Andromache actively employed on the coasts of Prance and Spain, and co-operating at the reduc- tion of St. Sebastian ; and in 1813 was severely wounded in many parts of the body, head, and leg, at capture of Pr. 44 gun frigate TVaave, Com- mander of Lightninr 1829-.32, serving as senior officer in the River Plate during disturbances ; and subsequently recovered the principal portion of freight lost in the Thetis under Cape Frio. Re- ceived, 1825^ the gold medal from See. of Arts for the application of the percussion principle of igni- tion to naval ordnance. Gaz. 1813.

Lieut, of Barracouta, and " the foremost in the es- calade" at the storming of Fort Belgica, and cap- ture of the Inland of BandaNcira, in 1810. Lieut. of MhuUn^ and in command of two boats, stormed and gained possession of Fort Marrack, mounting 54 guns, and garrisoned by 180 soldiers and the crewa of two gun-boats, 1811. S. frigate Cotutitution, after a highly honourable defence. Commander of Shmnrock at the siege of Gluckstadt, on which occasion he commanded the bombarding squadron ; he likewise co-operated with the allied Russian and Swedish army at the reduction of Hamburgh and Harbourg, in 1814. Mid. of the same ship at the reduction of the Cape, where he served on shore with the army. Lieut, of Raisonable, and com- manded a division of seamen and marines (Royal Blues) at the capture of Monte Video, and attack upon Buenos Ayres; and served till the final evacu- ation, 1807. Lieut, of the same ship serving on shore at the capture of St. Paul's, Isle of Rouroon, and aj^ain wounded ; and of Boadicea, at the reduction of Bourbon and Isle of France, where be was attached to the naval brigade.
